HI this is a program i've been working on for some days (and nights).
This is Paletin, a palette editor that exports directly to .act
The way it works is very simple; You open up any pcx/bmp/png exported from the .sff file, then you can use the fill tool to paint areas, the color picker tool to select colors from the image and display them on the table, etc. You can also open up several reference images to color pick from there.
You can also use this if you're starting with a new character and you wanna organize the palette! All you gotta do is to open up the sprite itself, then you can go to Palette > Sort Palette to sort your palette by hue, saturation, and brightness. You can also just drag around the indexes around on the table if you wanna organize it manually, every sort option will update the image live to match your new palette!!
AND if your palette shares the same file with other things (helpers, palette-specific gfx, etc), you can also organize the palette by regions! Just go to Palette > Sort by Regions, and then choose the Select Area tool, from there you can organize regions of your palette separately by hue and other sort options, add a space between the regions on the palette to make it look more organized, etc.
This program is probably NOT the most conventional thing ever, i'm no expert on this, but personally this is waaay more comfortable to use for me than the options you have on Fighter Factory
