According to OP:
Appears to be an old self-insert character edited from Kuo from Panzer Bandit, which I had to track down his original WIP thread to figure out what it was from before I assumed he was original. He's supposed to be well balanced and have good gameplay according to the feedback on his release thread, but he has no AI.
