The third pack I set up. This one is based off of an old series of Japanese bulletin board threads called 「海外の凶悪キャラについて語るスレ」(lit. Thread for Discussing Overseas Cheap Characters) wherein the Japanese community would explore various characters created outside of Japan. One anonymous user in particular uploaded dozens of screenshots from their character tests which is where the majority of character choices here come from, including the Japanese characters which were used to test against the non-Japanese ones. • Winmugen Plus.
• 4GB patched.
• Control layout might be nonstandard. Uses arrow key movement.
• Does not include the infinite combo-counter hex edit.
• Loading and logo screen disabled. Can be reenabled in system.def.

Other notes:

• Duplicates are simply different versions of characters. For example, three versions of D.Pandora's Box are included. Not every version will be faithful to the uploader's period, but I tried the best I could to at least come close.

• Some characters, such as the Kamek char edits, were mentioned in the thread but not included in screenshots. However, this does not mean every character mentioned in the thread is here, mostly the ones in screenshots.

• Only includes part 1 through 3 of the thread series. Beyond that is an entirely different era and features a much vaster amount of characters. I may update this to include that in the future, if time permits.

• Mary Sue by Utsuhofanboy24000 (signed illegitimately as Actarus) was excluded from this pack due to mature content. She is online on the author's esnips archive at archive.org.
