According to the goat:
His moveset is quite small, being only the necessities for his gameplay, but you will find that it is MORE than enough to kick ass with and be fun to play.
His CPU is intended to be challenging but balanced, rewarding you if you know how to play your character well. That's for when he is against a human, though. If he is put in watch mode against another CPU, his CPU is a lot more aggressive and flashy, because hey, why else would you put him in watch mode for?
More details about his gameplay and mechanics will be in the NOTES AND MOVESET.txt file that is in his folder.

CHASE
CHASE is as pure of a rushdown as you can get; he doesn't rely on projectiles, assists, or anything of the sort. Instead, he relies purely on his mobility and his ability to get in and combo the opponent to death, with a good chunk of his moveset being combo extenders or combo starters. His moveset is quite small, being only the necessities for his gameplay, but you will find that it is MORE than enough to kick ass with and be fun to play.
