"This is a Shiki edit, as one may have deduced, that was released by one of those authors who wiped everything they made off the face of the earth because someone dared tread upon their precious MUGEN rules. His AI is pretty competent, but it isn't cheap like one may expect. I'd guess him to be around 4th Division (Strong rank) in terms of strength.
