Cheap characters, the sequel! For those who are interested in null characters and so forth, this is when they were basically first starting to become a thing. Around the time uploader.jp went down, a similar now-defunct website called loda.jp opened up with its own kyouakuchar folder. Despite the main focus on cheap characters, there were a surprising amount of normal characters released/hosted here as well, making this one more of a mishmash strength-wise.
But here you also get to see a lot of experimental characters testing newly discovered null state overflow techniques that can have some bizarre, albeit harmless, effects, such as changing the game's speed and manipulating round numbers and win text to say crazy things. But the most popular was the ability to cause the enemy to die by manipulating their life flag "directly" rather than relying on lowering their health or putting them in a custom state like what "nuke-tier" techniques focus on, hence the popular term you see for this null technique being "direct death." This isn't really like the so-called "cheapie wars" which was actually rather niche, but was more of an exploration of the engine's limits.
But this did sort of create a divergence in how communities liked playing with these sorts of characters. Some prefer pushing the engine as far as it can go, from direct death to everything beyond that, while some prefer remaining in the nuke-tier/god character realm which focuses more on using sophisticated techniques to overcome "defeat challenges," early examples of which also appear here, among other hard-to-defeat characters like the famous Chuck Norris. In fact, god tournaments are still hosted to this day where god characters compete in a roster full of "defeat targets" to see which god character can defeat the most. Usually this is more in the spirit of fun and exploring character weaknesses

Basic specs:
- Winmugen Plus.
- 4GB patched.
- Control layout might be nonstandard. Uses arrow key movement.
- Does not include the infinite combo-counter hex edit.
- Due to the prototypical nature of the techniques they use, some characters may be unstable or cause wonky changes like changing the game speed. To undo said changes, just restart the game after using them.
- Duplicates are simply different versions of characters. For example, there are several versions of the famous Guanyin among her many edits. Not every version will be faithful to the uploader's period, but I tried the best I could to at least come close.
- One character was removed due to its display of mature content. This character was Logarithm[Ver0.1] by DemonslayerOne. It is online in other locations.
- Missing (hopefully not for long): arien_munimuni, furia, G-Dan, Goldness Zero Mizuchi=kai=, Goldness Zero Orochi(S)2, helpme, hiko-life-bug, IGNIZ KOFS, jibacoil, KAMUI-MIZUCHI, Legendary Kotonoha Katsura/L-Kotonoha, LMNA, MASTER MUGEN, mizumizutin, Policezero87(G), RedType-G-orochi, SDF edit, Tuna657, Very strongest Orochi, wkteca, xapelao2, Zaiko Matsuri [Latest]
