Apparently, from what I was told this is a yandex archive was uploaded by electrocaid (the perfectselect guy). the name literally means "protected or pending data" because it's a cache of passworded files waiting to be cracked. some of them have been, many haven't yet, it's one of the community's big challenges.

It was so much of challenge, that even the guy who did the archive himself couldn't crack it.
