This is a Dual Character, first 6 palettes are assigned to be Neuro, the latter 6 are assigned to be Evil, her twin sister.
Neuro and Evil have unique intros both when fighting together and against eachother.
most move ideas are taken from events from Vedal987's channel, some i took references from videogames i like.

Neuro sprites are all drawn by myself. some effect sprites were taken from other characters.
i will mention them here.

Moveset
===============

Movement:
Neuro/Evil only have one jump, but they can airdash fowards and backwards.
they can also dash foward and back on the ground. and can roll left or right on knockdown.

Neuro has 3 normal attack buttons.

a = weak punch (fast, starts combos)
b = mid (better range slightly slower)
y = Strong (high stun, better for confirming)

Down+a = weak stab
Down+b = sword Swipe (can hit fallen targets)
Down+Y = Launcher for Air Combos, press Up for Superjump follow-up.

a combos into b and then y, then y combos into low a, then low b then low Y.

a+y = Grab, Neuro will hold her opponent over her head and yeet them like a sack of potatoes.

as her neutral X, she has a gun. you can shoot up to 5 shots, the first shot is slower but you can follow up by mashing,
after 5 shots, she will run out of ammo. reload by returning to neutral
crouch X is the same, but she shoots upwards.

Neutral C
Neuro uses a Bow and Arrow, hold C to charge for more range and damage.
Evil has a Harpoon Gun instead, use it to pull opponents near you to start combos.
Down C
sets up a Lava Lamp that will explode after a few seconds. if the foe hits it will explode sooner.

Neutral Z
Spell: Lighting Bolt (Costs 300 Power)
unblockable but slow, has good range.

Down Z
Neuro cast Frigid Damsel. (Costs 500 Power)
Summons ice spirit, slashes 3 times, knocks down. slow but can reach anywhere.
Evil casts Fire Storm (Costs 500 Power)
Causes Explosion that launches foes upward, can start combos and can't be blocked.

Aerials

A = Neuro Spins several times hitting in a circle, leads to other aerials
B = Simple Sword Swipe good for pokes
Y = Hits opponent in the head with a Sledgehammer or a Steel Pipe, its only visual
(and sound) effect, the damage is the same, knocks down into the ground.
X = shoots with her gun 3 times foward.
C = Shoots a cannonball foward, causing a small explosion
Z = Shoots a cannonball Downwards, can hit downed opponents.

Taunts:

S = eats cookies, she starts with 3 each round. small heal but leaves her vulnerable.
Back S = says Heart Heart Heart, gives 600 power.
Foward S = does a 360º spin, gives 500 power
Down S = quick taunt, winks. gives 200 power.

Quarter Circle Foward + a (Neuro) (D,DF,F+a)
Lightining Stab (Raijinken)
Neuro lunges foward and stab her foe and strike it with Lightning. fast approach.

Quarter Circle Foward + b (Neuro) (D,DF,F+b)
Blade Swarm(Swordrain)
Neuro stabs multiple times, she can move foward or backwards by pressing left or right during the animation.

Quarter Circle Foward + b (Evil) (D,DF,F+b)
Evil throws a Harpoon fowards.

Quarter Circle Foward + y (Evil) (D,DF,F+b)
Evil throws a Harpoon diagonally upwards. can be used as anti-air or to set up delayed hits.

Quarter Circle Back + b (Both) (D,DB,B+b)
whatever, go neurocopter. Neuro/Evil spin rapidly hitting several times. 
fast, can move foward or back by pressing left or right, can be used in the air. can only be used once in the air before landing again.

Dragon Punch+a (Both) (F,DF,F+a)
Upward Slash, useful for Anti-Air, can follow up with another slash by pressing A, can be used in the Air. can only be used once in the air before landing again.

Dragon Punch+b (Evil) (F,DF,F+b)
Spear Rush
Evil lunges foward with a large harpoon, hitting several times, slow on the ground, can be used in the air to extend air combos.

Reverse Dragon Punch + y (Neuro) (B,DB,B+y)
Neuro Logs off and Logs in behind her foe, quickly slashing downwards and backwards. if the foe is too far, she will teleport foward without turning.

Reverse Dragon Punch + y (Evil) (B,DB,B+y)
Evil soars in the sky and lands on her opponent with a large harpoon. has good range but its predictable.

Quarter Circle Foward + ab (Neuro Beam/Evil Beam)
Power Cost: 1000
its just a large beam, can be used from any attack or standard special, easy combo tool, can be used midair.

Quarter Circle Foward +ay (Glacier Gun)(Neuro Only)
Power Cost: 1000
Neuro shoots upwards with a magic gun made from soap, summon 4 icicles dealing severe damage. they are delayed and Neuro can move while they fall.
if you use up close, the initial shot will lead to the icicles.

Quarter Circle Back +ay (Neuro)
Power Cost: 2000
Neuro Beam Combo
Neuro Unleashes a barrage of swordstrikes, ending with a powerful Beam explosion.

Half Circle Back +ab (Neuro)
Power Cost: 3000
Neuro freezes her target with a freezing shot. then takes them to take a trip to the Sun. heavy damage, deals damage to Neuro and any ally but its lesser.

Half Circle Back +Foward +ab (Neuro)
Power Cost: 1000
Neuro hops into her Neurocar, runs over enemies, hits hard, can't be blocked, but its telegraphed and easy to jump over. Friendly Fire.

Quarter Circle Back +ay (Evil)
Power Cost: 1000
Evil rushes foward, leaving a flaming trail of explosions that drag her opponents towards her.

Quarter Circle Foward +ay (Fire Lance)(Evil Only)
Power Cost: 1000
Evil charges a big fire harpoon and throws, huge single hit damage, unblockable, harpoon goes even if hit.

Half Circle Back +ab (Evil)
Power Cost: 2000
Evil unleashes her inner demons with a powerful scream, dealing damage to those around her, finishing with a big fireball.
