There were many Pokemon created for Mugen. However, one of my favourite ones, Celebi, didn't have much versions. I always liked Celebi so much, it became one of my favourite Pokemon of all time, and I've been thinking about making my own version of it. While some moves are custom made, he still has some sourced from the games.

1. WHO IS CELEBI?

Celebi is a Psychic/Grass-type Mythical Pokemon introduced in Generation II. Mysterious and elusive, Celebi is very rarely seen by humans. He comes from the future, resides and conceals himself in deep forests, and often travels through time with his unique ability. When he is a protector of the forest it lives in, he is benevolent and childlike. In the games and anime, Celebi is very playful, joyful, and friendly toward those that receives trust from him, and is loved by both Pokemon and people.

2. CHANGELOG

-v1.8.5c (May 6, 2026)
 *[FIX] Some sprites were misaligned due to Celebi's smaller size.
 *[FIX] The hard version of airborne Vine Strike had vines that were not consistent with the light and medium versions.

 *[BUFF] A.I. now uses hypers more often.
 *[FIX] A.I. did not have a correct value number to use Psychic Slam, instead using Recover.

 *[CHANGE] Some sprites for the first winpose were tweaked following feedback on the legs' position.
 *[CHANGE] The vine sprite from Vine Strike was extended to prevent potential brief graphical oddities (unless you're playing on stages with zoom, but note that the character was NOT designed for these)
 *[CHANGE] Hyper background's duration is now shorter.

-v1.8 (April 5, 2026)
 *[CHANGE] Celebi's sprites were updated for even more accuracy, making the antennae look less like "horns", and making the eyes more accurate. Also featuring some slight tweaks.
 *[FIX] Palette 2's shiny effects only worked in round 1.
 *[CHANGE] A.I. now makes use of hypers at a distance more, and Celebi now shouldn't use some moves at inappropriate situations.
 *[RENAME] Finisher to Ultimate.
 *[CHANGE] Guardflags for some moves, for better balancing:
  VINE STRIKE: High - Mid-Air (can now be blocked when standing, crouching, and airborne, rather than just standing)
  PSYCHIC: Mid - Mid-Air (same case as Vine Strike)
 *[CHANGE] Taunt, again.
 *[FIX] Due to using "SelfState" for the wall bounce instead of "ChangeState", the throw and Psychic Shake did not work as intended, instead causing bugs for the opponent. This could also cause some oddities if the opponent has a state 1027 that is NOT used for wall bounce.
 *[CHANGE] Celebi no longer loses his vertical velocity when going up if the airborne hard punch is used.
 *[CHANGE] Vine Strike now has a longer startup time. However, its startup is still unchanged when comboing into it.
 *[CHANGE] Leaf Summon, in some ways:
  - 3 more leaves appear
  - Leaves are now above the ground
  - The EX version stuns the opponent.
 *[ADD] Wavy background for Psychic, as well as a brief flash when it appears and disappears.
 *[CHANGE] Leaf Storm now makes the leaves appear at different y-axis's.
 *[CHANGE] Palettes 11 and 12:
  - PALETTE 11: Pink -> Beta
  - PALETTE 12: Purple -> Earlier Beta
 *[ADD] Brief flash for Psychic Slam.
 *[FIX] Shiny effects now disappear properly if palette 2 isn't selected (commonly seen in intros).
 *[BUFF] When a parry occurs, a pause appears which can allow Celebi to use a move on the opponent before they can recover.

-v1.7 (October 30, 2025)
 *[ADD] Shiny effects for palette 2's intros and winposes, due to said palette being based on Shiny Celebi.
 *[CHANGE] Throw has been reworked.
 *[CHANGE] Teleport's inputs - [Forward/Backward] X/Y/Z -> Z+C (hold backward to teleport backwards), to not get in the normals' way.
 *[CHANGE] As a result, Guard Cancel's input was also changed - Z+C -> X+Y. Still during blockstun.
 *[BUFF] You can now act out of the teleports by performing any attack.
 *[CHANGE] Celebi's aerial drift now works in a more smoother way.
 *[ADD] Two more specials:
  - Psychic Command
  - Psychic Shake
 *[ADD] Medium and hard versions for Vine Strike.
 *[BUFF] Speaking of which, Vine Strike now reaches the other side of the screen completely, no longer whiffing as a result.

 *[NERF] Celebi's Air Dash velocities are now lower, making it easier to control him.

 *[FIX] Celebi could chain his crouching B multiple times.
 *[FIX] The A.I. code for Celebi's air combos had a small oversight.

 *[ADD] New mechanics: Parry and Air Dash.
 *[ADD] Guard Cancel.
 *[ADD] Hyper Combo Finish.

 *[BUFF] The ability for Celebi to cancel his standing hard kick into crouching light punch has been brought back! In addition, he can now cancel Vine Strike into any hyper, improving his comboability.
 *[BUFF] A.I. in several ways, now should be more smarter.
 *[ADD] Celebi can now change directions while airborne and perform shorter jumps.
 *[FIX] Vines from Triple Vine Strike looked odd when the opponent was airborne.

 *[BUFF] Celebi can now air jump. He can do that up to 4 times, giving him 5 jumps as a result.

 *[CHANGE] Leaf Storm now causes hard knockdown for aerial opponents instead of soft knockdown.

 *[FIX] The aerial versions of Teleport Forward and Teleport Backward caused Celebi to float in mid-air higher than he should if he was high 
 enough at the top.

 *[CHANGE] Celebi's sprites have been heavily improved, being more accurate.
 *[BUFF] VIne Strike's endlag has been lowered.
 *[BUFF] Leech Seed since it's tricky to connect. It also stuns the opponents for a slightly longer time.
 *[CHANGE] Some normals' speed.
 *[BUFF] Hypers, slightly.
 *[CHANGE] Triple Vine Strike in some ways:
  *[BUFF] Triple Vine Strike's ground and aerial horizontal velocities have been increased.
  *[NERF] Its vertical velocities were lowered.
  *[FIX] It couldn't track P2's teammate's position is simul matches and only tracked the P2 leader.
  *[CHANGE] The pausetime when Triple Vine Strike connects is now lower.
  *[REMOVE] The vines also no longer cast shadows.
 *[ADD] A few more orbs for Recover.
 *[ADD] One more character-specific victory quote.
 *[FIX] Hyper sparks are now visible.
 *[NERF] Hypers no longer give power back.
 *[CHANGE] Taunt; instead of simply saying "Bi!" while smiling, Celebi now looks at a berry while smiling, which then disappears. This 
 shows how Celebi likes berries (you know what I mean, right?).
 *[CHANGE] Leech Seed's sound.
 *[ADD] Second intro.
 *[BUFF] Celebi is now able to cancel all of his normals into different ones. The best way is via the "zig-zag" pattern.
 *[NERF] All of Celebi's normals' damage output was lowered to prevent any overpowered combos.
 *[CHANGE] A.I. in several ways.
 *[FIX] Leaf Summon and Leaf Storm's leaves are no longer affected by cornerpush.
 *[ADD] Airborne version for Leaf Storm.
 *[ADD] Victory portrait.

 *[BUFF] Celebi's strong punch's hitbox has been made very slightly longer.

3. GAMEPLAY

-MAIN GAMEPLAY-
Celebi is a character that focuses mainly focuses on zoning, featuring leaves that can create an obstacle for the opponent, and a vine which has good range and strikes the opponent down. In addition, he has a hyper which covers the entire screen (but not behind him) and a tracking hyper that hits thrice, along with a stronger version of one of his specials.

Almost all specials also come with an EX version, a stronger version that requires 500 power and gives some longer endlag, and EX moves require two buttons to be pressed. In addition, all specials and hypers can be used while standing or airborne.

-COMBOS-
Celebi focuses on ground combos, though he can cancel his standing hard normal into his crouching light normal, and can cancel his Vine Strike into any of his hypers regardless if it connects or not. His airborne comboability is inferior, but it doesn't really matter because you'll be controlling the ground anyways.

-MECHANICS-
Celebi has a few mechanics to go through. One of them is a power charge, performed with Y+B. Doing this will cause Celebi to gain power if the buttons are held, which will give him faster access to EX specials and hypers, though this comes at a cost of not allowing him to move, so make sure you don't abuse it too much. The third one is parrying, performed when you walk forward just before the opponent's attack makes contact, and this mechanic has an airborne version. When performed, Celebi negates all damage the opponent's attack would do to him, while providing small invincibility to not be hit while parrying. Another one is an air dash, performed by pressing forward twice to do a forward one and vice versa. This does not give him any unique properties, but allows him to cancel it into any of his normals, while giving him more 
air control. He also has a super jump, performed by pressing X+Y+Z at the same time. This is mainly a defensive mechanic where he can avoid certain attacks that he might not really be able to  avoid by air jumping, though this is character-dependant. And lastly, he has a teleport, performed by pressing Z+C while going forward (to do a backward teleport, hold backwards), which will cause him to... well, you get the picture.

-MOVELIST-
SPECIALS:

Leaf Summon: D, DF, F, X/Y/Z
- Celebi summons a leaf that slides on the ground, hitting the opponent and causing soft knockdown for airborne opponents. Good zoning tool.
 - EX version: Summons two leaves.

Vine Strike: D, DF, F, A/B/C
- Celebi looks backwards as a vine strikes the opponent, knocking them down. Must be blocked high and has a long range. The medium version makes the vine come from the left, while the hard version summons two vines that reach both sides but has a 4-second cooldown as a result. However, you're still able to use the light or medium versions during the hard version's cooldown.
 - EX version: Vine track the opponent's vertical position, but has a 5-second cooldown.

Leech Seed: D, DB, B, X/Y/Z
- Celebi throws a seed that stuns the opponent for a bit. Can be a decent combo starter. Seed velocity varies depending on the button pressed.
 - EX version: Higher velocity, deals more damage.

Psychic Command: D, DB, B, A/B/C
- Celebi attempts to stun the opponent and summon them to him. Not very damaging, but is a combo starter. Cannot be used if the opponent is either affected by the throw or is in guardstun. Also, it does not K.O. the opponent.

Psychic Shake: B, DB, D, X/Y/Z
- Celebi grabs the opponent and shakes them, before throwing them away.

HYPERS:

Psychic: D, DF, F, D, DF, F, X+Y/Y+Z/X+Z (uses 1000 power)
- Celebi hits the opponent from any distance. Deals lower damage, but using it again allows for more damage to be dealt.

Triple Vine Strike: D, DF, F, D, DF, F, A+B/B+C/A+C (uses 2000 power)
- Celebi summons three vines that strike the opponent up, causing hard knockdown. The vines track the opponent's position and can be tough to avoid.

Leaf Storm: D, DB, B, D, DB, B, X+Y/Y+Z/X+Z (uses 3000 power)
- A stronger version of Leaf Summon where Celebi summons 20 leaves.

-ULTIMATE- 
The ultimate is a move that is performed by crouching thrice and pressing X+Y+Z. The move covers the entire screen, dealing almost enough damage to K.O. the opponent if at full HP, and can only be performed after  the "DANGER!" message appears, while giving them full invincibility during its duration. 

Celebi's ultimate - Psychic Slam:
Celebi grabs the opponent, before making them go up, only to then slam them onto the ground hard.

-OTHER MOVES-

Recover: D, D, D, A+B+C (uses 3000 power, HP must be 250 or less)
- Celebi generates a few orbs, which, if they disappear successfully, give Celebi 500 HP.

Guard Cancel: X+Y (uses 1000 power)
- Celebi uses a psychic attack that knocks the opponent back.

4. PALETTES
Celebi has a total of 12 palettes, all of which can be selected if you press a different button when you're at the character select screen. Note that palettes 7-12 can only be selected if you hold start (which is used for the taunt). However, Celebi comes with a palette selector, which allows the player to select any of the 12 palettes, which can be helpful if they change their mind before the match can start. Below are the palettes:

A: Default
B: Shiny
C: Midnight
X: Red
Y: Blue
Z: Yellow
Start+A: Gray
Start+B: 8-bit
Start+C: White
Start+X: Cyan
Start+Y: Beta
Start+Z: Earlier Beta

5. NOTES

-THINGS YOU CAN DO WITH HIM-
 1. Make a match with him.
 2. Share it with your friends/fans in case you would want them to gain a potential interest in Pokemon (if they somehow did not hear about the franchise)
 3. Give him an A.I. patch if you want his A.I. to be stronger. No permission needed, though credit will be still appreciated. :)
 4. Create additional palettes for him, in case you would want more variety or have your own palettes.
 5. Send me feedback if there are any oddities, oopsies, or bugs, especially that can affect his gameplay.

-THINGS YOU CANNOT DO WITH HIM-
 1. Make NSFW/18+ edits (this includes vore edits.).
 2. Bash him (it's a waste of time. There are better ways of using your time rather than bashing. This isn't the 2010s anymore anyways).
 3. Make spriteswaps or paletteswaps of him, because doing them is laziness and is disrespectful. 
 4. Giving deconstructive feedback (such as "Your char sucks lol, learn how to make chars dork", or "Lol you can't make chars properly, you're a loser"), as it sounds more like insulting not just the character, but me.

-THINGS THAT REQUIRE PERMISSION-
 1. As I tend to have trust issues with some Mugen content creators, editing him requires permission from me. Note that what can be edited are combos, gameplay, and other stuff, but absolutely no NSFW/18+ edits as mentioned earlier.
 2. Using codes from the character if you're creating a Mugen character yourself. It's better to learn how to code instead of steal, so if you would want to use some of his code, ask me first.
 3. Use of sprites in a different project.

-KNOWN ISSUES-
 1. The A.I. code is not perfect, but I tried.
 2. Two of the leaves from Leaf Summon have awkward pixels. This is because they're angled a bit differently using "AngleAdd", which can make some sprites' pixels have a strange look.

-OTHER NOTES-
 1. This character was made only for Mugen 1.0 and up. Older versions of Mugen will not load the character.
 2. Tested on Mugen 1.1, but still works on Mugen 1.0.

6. INSTALLATION

Struggling with adding Celebi to your roster? No worries, here's how to do it:

1. Unpack the character's folder and add it in the chars folder
2. Go to data and open select
3. Paste the following name in the character section: Celebi

And here you go! Celebi should now appear anytime you start Mugen.
